Paralysis at the Ministries — CLOGSAG Initiates Nationwide Strike Over Unpaid Salary Structures

The administrative backbone of Ghana is facing a severe test. The Civil and Local Government Staff Association of Ghana (CLOGSAG) has officially declared a nationwide strike starting March 9, 2026. The industrial action stems from the government's failure to implement a newly agreed-upon unique salary structure that was promised to take effect on January 1, 2025. With CLOGSAG directing its members to stay home indefinitely, critical government services across all Ministries, Departments, and Agencies (MDAs) are grinding to a sudden halt.
While strikes are not uncommon, a prolonged CLOGSAG strike is uniquely devastating. It effectively paralyzes the state machinery. From passport processing and business registrations to local assembly licensing and basic administrative functions, the ordinary Ghanaian citizen—and the entire private sector —bears the brunt of this bureaucratic shutdown. Furthermore, this strike action comes at a precarious time as the government attempts to maintain strict fiscal discipline following the recent IMF program completion.
