Parliament Passes Controversial Anti-LGBTQ+ Bill — Tensions Rise Over Human Rights and Donor Aid

Ghana's Parliament has approved the controversial anti-LGBTQ+ bill, which imposes prison sentences of up to 10 years for promoting, advocating, or engaging in LGBTQ+ activities. The Minority in Parliament rejected proposed liberalizing amendments, leading to the bill's passage and raising concern from international human rights bodies and Western donor nations.
The passage of the bill satisfies a large domestic conservative constituency, but it creates a major diplomatic and economic risk. Western donors, including the World Bank and bilateral partners, have previously warned that restricting minority rights could affect developmental aid and credit lines. In a post-IMF recovery period, any suspension of donor funding or foreign direct investment would put severe pressure on our balance of payments and the Cedi. The government must manage the diplomatic fallout to protect the country's economic stability while navigating domestic social expectations.
